Dominic D. Brown, CPA, CFE
Mr. Brown directs Board operations, oversees KCERA’s investment program, and provides leadership for the administration of all KCERA operations. Before joining KCERA in 2016 as the Assistant Executive Director, he spent eight years as a division chief in the office of the Kern County Auditor-Controller. Earlier in his career, he was an assistant controller at Lennar Homes and worked at multiple CPA firms. Mr. Brown previously served one term on the board of KCERA, including one year as Chairman. He earned a B.S. in Business Administration (Accounting) from Biola University, and is a Certified Public Accountant and Certified Fraud Examiner.
Daryn Miller, CFA
Chief Investment Officer
Daryn Miller is responsible for overseeing KCERA’s investment program, including risk management, investment manager oversight, due diligence, and investment policies and objectives. Before joining KCERA, he served as Interim Chief Investment Officer at the City of San Jose’s two public pension plans. Prior to that role, he managed some of the plans’ asset classes and exercised tactical decision-making. Mr. Miller also spent five years at Goldman Sachs as a vice president in equity research. He earned an MBA from the University of Southern California, BA from Vanguard University and Chartered Financial Analyst designation.
Jennifer Zahry, JD
Ms. Zahry serves as legal counsel for KCERA management staff and the Board of Retirement. Before joining KCERA in 2013, she served as Deputy County Counsel for the County of Kern from 2002 to 2012. Ms. Zahry was also a law clerk for the United States Magistrate Judge of the Eastern District of California, Jennifer L. Thurston. She began her legal career with the County of Kern in 2000 as a child support attorney. Ms. Zahry served as President of the Kern County Bar Association in 2014. She earned a J.D. from the University of Santa Clara’s School of Law, a B.A. in Business Economics from University of California at Santa Barbara, and an A.A. in Economics from Bakersfield College.
Matthew Henry, CFE
Assistant Executive Director
Mr. Henry is responsible for overseeing KCERA’s pension accounting, financial reporting, retirement services, and information technology services. Before joining KCERA, he served as a division chief in the office of the Kern County Auditor-Controller. Early in his career he served as a controller for a local transportation company. Mr. Henry also spent four years performing governmental audits for a local CPA firm. He has earned a B.S. in Business Administration (Accounting) from California State University Bakersfield and is a Certified Fraud Examiner.
Retirement Financial Officer
Ms. Lawrence is responsible for all of KCERA’s pension accounting and financial reporting. She began her county career in 1998 as a staff accountant at KCERA, rising through the ranks to eventually oversee the Financial Services Division. Prior to KCERA, she worked in banking, medical and various accounting positions in the private sector. Ms. Lawrence has received achievement awards for KCERA’s comprehensive annual financial report every year since 1999. She earned a B.S. in Business Administration (Accounting) from California State University, Bakersfield, and is a CPA candidate.
Technology Services Manager
Ms. Greenwood is responsible for KCERA’s Information Technology Services Division, including the newly implemented pension administration system. Before joining KCERA in 2009, she was a systems analyst for the Kern County Auditor-Controller for six years. From 1985 to 2003, she occupied various IT-related positions in the county system. Ms. Greenwood graduated from California State University, Bakersfield, with a B.S. in Business Administration (Management Information Systems).
Retirement Services Manager
Ms. Frieson oversees KCERA’s Retirement Services Division, directing and supervising the work of retirement services representatives in service to members. She has worked at KCERA since 1997, beginning as an account clerk, then a service representative and finally as division supervisor. Ms. Frieson attended college at California State University, Bakersfield.
Ms. Morton reports directly to the Executive Director, serves as clerk of the Board of Retirement, and provides administrative support to the Executive Division. She is responsible for all KCERA payroll processes, facility management, and maintenance of personnel records. Before joining KCERA in 2014, she spent six years as an office services specialist at Kern Medical Center. She began her County career as a legal process clerk for the Probate Department of the Kern County Superior Court. Prior to KCERA, she served in various administrative roles, including both medical and real estate areas of the private sector. Ms. Morton earned an A.A. in Liberal Arts from Bakersfield College.
