Mr. Jenkins serves as legal counsel for KCERA staff and Board of Retirement. Before joining KCERA, he served as a Deputy in Kern County’s Office of County Counsel.  He is also currently an adjunct professor at Bakersfield College, teaching a course in Business Law. Mr. Jenkins obtained a B.A. in History and also a B.A. in Economics from California State University, Bakersfield.  He obtained his J.D. from Temple University, Beasley School of Law in Philadelphia, Pa.
