Election Results: October 23, 2025

On October 21, 2025, an election was held for the Kern County Employees' Retirement Association (KCERA) Board of Retirement, with terms of office ending on December 31.

We would like to congratulate the winners, elected for the following Trustee seats:

• Third Member (General): Rocio Mosqueda
  Trustee Mosqueda will serve the remainder of the current term ending Dec. 31, 2025, and the new term ending Dec. 31, 2028.
• Eighth Member (Retired): Jeff Frapwell
  Trustee Frapwell‘s term will commence on January 1, 2026, and end on December 31, 2028. 
• Alternate Eighth Member (Retired): Robb Seibly
  Only one member met the filing requirements for this seat; therefore, no election was held. The qualified candidate, Robb Seibly, was appointed in lieu of election by the KCERA Chief Executive Officer. Trustee Seibly’s term will commence on January 1, 2026, and end on December 31, 2028.
